Ehh, i say Joyce, but it's not as clear as you might think.
Joyce made a bad call, but it was very close and he was very shaken up about it and apologized to Galarraga and was very classy about it.
The St. John's refs, on the other hand, made several ABSOLUTELY BLATANTLY HORRIBLE calls, then ran away after the game. Worse calls and classless behavior afterward.
However, Joyce impacted a far bigger event and therefore he made the worse call. However, it's closer than you think.

Not even debatable. SJU refs did not impact the game. Jim Joyce ruined baseball history.
Jim Joyce by a longshot. Jim Joyce screwed a PERFECT GAME. The RU vs. SJU refs blew a call that may have not even changed the game.
